With police cars at the exit and entrance of the Immigration and Refugee Board’s parking lot, a metal detector hastily erected at its doors and armed officers patrolling the corridors, elaborate preparations for a hearing for an accused Mafia boss soon fizzled when he refused to come out of his jail cell to attend.
