From 1995 to 2014, the Drug Enforcement Agency paid an Amtrak employee over $850,000 for access to passenger data. Despite the fact that Amtrak heavily relies on government grants, $1.3 billion worth in 2013, and a formal information sharing agreement would have been possible, the DEA circumvented official channels to gather information more discreetly.
