A corruption scandal in Quebec has prompted a pair of high-profile political resignations—and embarrassed and riveted Montreal, Canada’s second-largest city—amid testimony about cash-stuffed envelopes, political kickbacks and Mafia chieftans

Former construction-industry executives, city officials and police in recent months have told a special anticorruption commission about an elaborate scheme dating back 15 years in which contractors allegedly paid kickbacks to local officials and political parties in exchange for contracts.
